Canada announces retaliatory measures to US tariffs

The US Government has imposed a 25% tariff on goods produced in Canada. They have made exceptions for Canadian energy resources and minerals -  which are set at 10%; steel and auminum duties come into place March 12, 2025; and a 30-day reprieve has been granted to the automotive industry before tariffs will be applied.

Canada responded with an equally weighted 25% tariff against $155 billion of American goods – starting with tariffs on $30 billion worth of goods immediately, and in 21 days' time 25% on the remaining $125 billion on goods produced in the US and imported into Canada. Tariffs will remain in place until the U.S. trade action is withdrawn, and should U.S. tariffs not cease, the federal government is in active and ongoing discussions with provinces and territories to pursue several non-tariff measures.

The surtax applies to:
  • Goods that are made in the US (in accordance with the regulations)
  • Goods imported for commercial and personal purposes, even when exported from a country other than the U.S. into Canada
  • Chapter 98 of the Schedule: Surtax only applies to goods classified in tariff items of 9804.30, 98.25, 98.26, 9897.00.00, 9898.00.00 and 9899.00.00.
  • Chapter 99 of the Schedule: Surtax only applies to goods classified in tariff items 9966.00.00, 9971.00.00 and 9989.00.00
The surtax does not apply to:
  • US goods that were in transit to Canada before or on the day on which the surtax came into force, with documented evidence such as bill of lading, report of entry documents, and/or cargo control documents.
